Areas of Practice
Harold J. Evans practices in the areas of intellectual property, technology licensing, and Internet law and all related litigation. He represents and counsels institutions of higher education, media companies, and other clients in the protection and enforcement of their trademarks and copyrights. Mr. Evans regularly provides legal advice to the research and technology transfer offices of the various campuses of the University of Arkansas. He has represented clients in trademark infringement cases in federal court and in opposition and cancellation proceedings before the Trademark Trial and Appeal Board. He also has handled domain name disputes before arbitration panels under the Uniform Domain Name Dispute Resolution Policy of ICANN.

Professional Background
Mr. Evans served as the Associate Vice President for Legal Affairs – Research and Technology for the University of Arkansas System from 1985 through 2002. In that capacity he was responsible for a variety of transactional matters, especially those matters relating to university research and technology transfer, including the negotiation and drafting of technology licensing agreements. He advised the University on copyright issues and on its trademark licensing programs. He also directed trademark litigation, including acting as co-counsel in Board of Trustees of the University of Arkansas v. Professional Therapy Services, Inc., 873 F. Supp. 1280 (W.D. Ark. 1995), where the district court held as a matter of law that the University's Razorback trademarks were strong and distinctive.

At the beginning of his legal career, Mr. Evans was an attorney/advisor in the Solicitor’s Honors Program at the Department of the Interior in Washington, D.C. and later worked as a law clerk to The Honorable Richard S. Arnold, U.S. Court of Appeals for the Eighth Circuit. He subsequently practiced law in Washington, D.C. for three years in the areas of international trade and copyright law before returning to Arkansas.

Professional/Civic Activities
Mr. Evans is admitted to practice in Arkansas, the District of Columbia, and the Supreme Court of the United States. He has served as a board member for the Winthrop Rockefeller Foundation and Just Communities of Central Arkansas. Mr. Evans currently serves on the boards of the Information Network of Arkansas and KUAR/KLRE and is a member of Downtown Little Rock Rotary Club No. 99. Mr. Evans is a member of the National Association of College and University Attorneys (Board of Directors 2004-2007, sections on Intellectual Property and Computer Law, and Research Compliance and Technology Transfer), the American Intellectual Property Law Association, the Association of University Technology Managers, the Licensing Executives Society, the District of Columbia Bar Association, the National Bar Association, Arkansas Bar Association (House of Delegates 2002-2005, Sections on Intellectual Property and Business Law), American Bar Association (sections on Intellectual Property and Science & Technology), and the W. Harold Flowers Law Society.

Education
Mr. Evans received his Bachelor of Arts Degree cum laude from Harvard University in 1974 and his Juris Doctor Degree from the Boalt Hall School of Law, University of California, Berkeley, in 1978, where he was an Associate Editor of the California Law Review.

Achievements
Mr. Evans wrote “Introduction to Technology Licensing” which appeared in The Arkansas Lawyer, Winter 2000, and was awarded the Arkansas Bar Foundation Writing Excellence Award, 1999-2000. With Andrew King, he is a co-author of Cybersmears and Cybersteals: Protecting Your Clients Online, which headlined the Spring 2010 edition of The Arkansas Lawyer. Mr. Evans is listed in Best Lawyers in America under Intellectual Property Law and Technology Law.

Mr. Evans is married to Kim Henderson Evans, also a lawyer, and they are the proud parents of a daughter who attends the eighth grade at the eStem Charter School.
