David F. Menz

David F. Menz, a founding member of the firm, has worked extensively in public finance, real estate transactions, corporate law, municipal law and non-profit organizations. He received his B.A. and M.A. from the University of Notre Dame in 1969 and 1971, respectively. Mr. Menz received his J.D. from Vanderbilt University in 1974.

Mr. Menz has worked on every type of public financing done in Arkansas, including financings for school districts, state agencies, institutions of higher learning, airports, general obligation and sales and use tax bonds, all municipal utilities, including water, sewer, electric and solid waste disposal, healthcare, including hospitals and retirement facilities, improvement districts, industrial development revenue bonds, and bonds for single and multi-family housing, computer systems, energy conservation systems, and 9-1-1 emergency response systems.

Mr. Menz has been involved in several innovative financings in the State of Arkansas. He was bond counsel for the property owners’ improvement district that developed and built Chenal Parkway in Little Rock, a ten-mile, four-lane, median divided road connecting Interstate 630 to Highway 10 in west Little Rock. He completed the financing for the first federally guaranteed loan to an Arkansas rural hospital. Mr. Menz has been able to extend the transmission lines of two major water utilities at no cost to the utilities by providing water to a retirement village and a major industry, each of which paid for the extensions. He works with municipalities to expand their utility systems by forming improvement districts by which the property owners who wish to join the municipal utility system finance the installation of the infrastructure. Mr. Menz represents two downtown development districts and has worked on financings for several private/public partnerships. He established and arranged the financing of a ten-county, sixteen-city regional waste management district, and oversaw the financing for the construction of two major lake water supplies. He has worked with five universities in Arkansas and Oklahoma to structure off-balance sheet financing for student and faculty housing, and documented the financing for a retirement facility for alumni and faculty for another Arkansas university. He has completed twenty Section 202 housing facilities for the elderly and disabled throughout the State of Arkansas.

Mr. Menz has been the general counsel for the Roman Catholic Diocese of Little Rock since 1977. He is counsel to the Mid-Arkansas Water Alliance, whose members include the water utilities in seven counties in Central Arkansas that are applying for water storage capacity from two Corps of Engineers lakes in Central Arkansas in order to satisfy long-term demand.

Mr. Menz attend the University of Notre Dame and received a B.A. degree  in 1969 and an M.A. degree in History and Philosophy of Science in 1971.  He received a Juris Doctor degree from the Vanderbilt University School of Law in 1974.

Mr. Menz is a member of the American College of Bond Counsel, the National Association of Bond Lawyers, and the National Association of Diocesan Attorneys. He is listed in Best Lawyers in America under Municipal Law, Project Finance Law, Public Finance Law and Real Estate Law, and in Chambers USA as a “Leader” in the fields of Corporate/Commercial: Municipal Bonds.

Mr. Menz is a graduate of the Greater Little Rock Chamber of Commerce’s Leadership Institute and the Arkansas State Chamber of Commerce Leadership Institute. He has served on the boards of the Florence Crittenden Home (President 1979), and Big Brothers Big Sisters of Pulaski County. He has been a member of the Downtown Little Rock Rotary Club No. 99 since 1979, and served as President of Club 99 from July 1, 1998 to June 30, 1999. Mr. Menz currently serves on the board of Adoption Services, Inc., the adoption agency of the Diocese of Little Rock.
